PeerGuardian to PeerBlock list Update Issue #322

What steps will reproduce the problem?
1.Get a copy of PeerGuardian 
2.Run it for the first time and add all the lists
3.Set all the lists to Allow 
4.Let it try to updated using the peerguardian URL's
5.Close the program
6.Copy the ' pg.conf ' to a PeerBlock folder that does not have a .conf 
7. I used PeerBlock 1.0 ( r181 ) It changes the default 4 URL's to
iblocklist BUT kept all the lists set for " Allow "

What is the expected output? What do you see instead?
At 7, PeerBlock should of automatically set the default 4 lists to " Block "

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
PeerBlock 1.0 Windows XP SP3 

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.
