Block things specifically in PeerBlock... possible?

Actually I want to add it as an enhancement... but that option was not given to 
me, as I can't find the way to use the enhancement template.

What I want to ask is, that is it possible to allow specific (HTTP, FTP, etc.) 
traffic for IP address of a specific range or list in the future? At present, 
if I choose to allow HTTP, it won't be able to block any ads or the sites I 
don't want it to be displayed, as it will allow ALL HTTP traffic. If I use the 
P2P list and choose to block HTTP, I'll find that some sites I need to visit 
cannot be accessed (sometimes such as the SourceForge mirrors in the list) and 
I have to issue all related IP addresses to be allowed permanently or 
temporarily one by one, which can be a hard job for me, and it allows ALL 
traffic which can compromise the security provided by PeerBlock.

Actually, for example, I want to set my Peerblock like this:
Block all traffic from IP ranges in a custom list called List A
Block all traffic from IP ranges in the list Ads and Spyware
Block all traffic except HTTP, FTP, SMTP, etc. plus some communitcation and 
game protocol ports from IP ranges in P2P list and some other big lists like 
Level 1-3, Education, Government, etc.

And making blocking traffic a higher priority (like Windows' Permissions). For 
example, if the same IP is set to "Block all traffic" in a list while set to 
"Block specific traffic" or "Allow all traffic" in other lists, it'll be 
treated as "Block all traffic" regardless of other settings.

In this way, I can still access those sites and use their services without 
problems even with those big lists enabled, and will sacrifice less protection 
than before as now I cannot use the P2P list without choosing Allow HTTP, but 
in fact I don't want HTTP be allowed because it will allow ads as well.

Please tell me.
