Don't wait for update-window to close before starting #35

When you run PeerBlock, after it updates lists and checks for a new version
it gives you a button to close it.  This is well and good, but it's not
actually blocking anything while it waits for you to click this Close button!  

The update window shouldn't block PeerBlock startup.  More of an annoyance
than anything else, but would add to the program's "polish" I think.

This isn't actually a problem since PB can still block when the window is up.

Ah, you're right, it's just that the list cache hasn't been updated yet.  When
repro'ing the problem I'd deleted all my saved lists to force an update of them;
however, this caused the program to not block anything until I closed the 
Updating
window and the list-cache was generated.

Thanks for the correction, I'll close the bug.
