List Manager window doesn't appear when clicked

What steps will reproduce the problem?
1. Using PeerBlock r467.
2. Click List Manager.
3. List window does not appear-only constant updating window (if set to check 
for updates), or none at all.

What is the expected output? What do you see instead?

- List Manager window should appear. Instead it continuously displays the 
update window every time the List Manager button is clicked. As a result, the 
list item count returns to zero, and the only way to repopulate the list again 
is to delete the config files and start from scratch.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?

- PeerBlock r467, Windows XP SP3 x86.

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.

- Looking at the code changes, it seems this has something to do with 
supporting clickable links inside the list manager. I tried using r465 before 
this change, and the List Manager window works as expected.
