option to change location of where history.db is stored #359

What steps will reproduce the problem?
1. run the app?

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?

latest beta 1.0+r484 on winxp sp3 32bit...

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.

i just want the ability to change the location of where history.db file is
stored... even when the 'application data' directory storage functions are 
finally implemented  -- its a disk defrag nightmare... so id rather it be on a 
drive where fragmentation does not matter... ...id really really like this 
(simple?) function to make it into at least 1.1...

That's definitely a good idea . . . however we've pretty much frozen 1.1 for 
now, to make sure we don't accidentally destabilize it right before we release 
a new Stable Release a week from now.  Shouldn't be too tough to implement, 
you're right, you'll just hafta wait a bit for it.
