The following was taken off the second listed website, the fix is not my own.

I drafted a blog for this issue:

h-windows-firewall-and-quot-base-filtering-engine-service-quot-not-available-in-
services-database-list.aspx

==============

recently I've seen a lot of customers who have experienced this error caused by
a virus.

Try this fix to solve the firewall issue

Download both the registry files (You can also export
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BFE from another working
PC)

http://www.mediafire.com/?317ea53a883288d

http://www.mediafire.com/?z6aw8j7997qa7j9

Launch and import them to registry

Restart your PC

Now,open RUN and type

regedit and click ok

go to

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BFE

Right click on it-permissions

Click on ADD and type

Everyone and click ok

Now Click on Everyone

Below you have permission for users

Select full control and click ok

Now,open RUN and type

services.msc and click ok

start base filtering engine service and then windows firewall service

Good luck

Note:Modifying REGISTRY settings incorrectly can cause serious problems that
may prevent your computer from booting properly. Microsoft cannot guarantee
that any problems resulting from the configuring of REGISTRY settings can be
solved. Modifications of these settings are at your own risk...

So unfortunately I have Windows Vista, everything up until the last step was
fine but under services I do not have a listing for "base filtering engine
service" or "windows firewall service" any suggestions?

http://www.hageltech.com/blog/2012/02/07/base-filtering-engine-problems.html

the first is for repairing the "ip sec policy" or IKE thing
the second fixes the "base filtering engine"
or rather, these are instructions on how to fix them.
