Feature Request: Allow "Notes" in custom list items (for reasons for blocks/allows) #376

I would like to request that the list formats be updated to allow a "note" 
field that one could use to enter reasons for a block or allow.

This would be particularly useful for noting why an IP address was allowed (for 
example, "Belongs to yahoo.com").

As far as I know, PeerBlock does not resolve domains, so I suppose the other 
solution option would be enabling exceptions for domains. However, I suspect 
this would be very inefficient and slow PB significantly, and thus have 
requested the "note" feature instead.

For reference, apparently the second option has already been suggested:

Even if that suggestion is possible, I still think that it would be beneficial 
to allow notes in custom lists. Thank you.
