Peerblock does not save list settings on next reboot if OS crashes. #399

What steps will reproduce the problem?
1.  Disable a list (in my case the  massive P2P list).
2.  Hard shut down computer.
3.  Turn computer back on and P2P list is re-enabled.

What is the expected output? What do you see instead?
  Peerblock should automatically save it's configuration on any list changes.

What version of PeerBlock are you using? On what operating system? XP-x86.  
Peerblock 1.1

Seeing this with 1.1.0.517 (according to the file properties) on XP-x86.  For 
those leary of hard-shutting the PC, it also happens if you kill the 
peerblock.exe process in Task Manager.
