Would be nice to look into providing translated versions of PeerBlock for
non-English speakers. Not promising that any work will be done on this
anytime soon, but I'd like to track the idea so that it doesn't slip
through that cracks.

In order to do this we will have to make the language translate globally.

So all statements made inside the program are pulled from an file with the
translation
text...

As it is, nearly all the strings we're making use of in the program are stored
in the
.rc file. So as I see it, we have a few options available. We could do
exactly as
you say, and essentially write our own resource-manager to pull the correct
strings
(et al) out of a text-file during runtime. Alternatively we could use one of
the
options from this MSDN page:
(http://msdn.microsoft.com/en-us/goglobal/bb688160.aspx#ERC). Or probably some
other
method of doing things.

I've never had to delve much into internationalization of things yet, so this
will be
quite a learning experience. Hence the reason it's a low-priority far-future
type
feature.

i would be willing to help with the spanish translation if necessary (native
speaker). even more if it's an argentina-spanish translation, i've always
wanted to
do one of those.
