Can't re-open PeerBlock window when always hide tray icon is unticked, or when explorer.exe crashes/restarts #44

1. In Settings, tick "Always hide tray icon"
2. Untick "Always hide tray icon"
3. Close the PeerBlock window.

Now, the tray icon is visible, but doesn't function.  Can't right-click to
get menu, can't double-click to open PeerBlock.

Version 0.9.2 (r86)

Repro'd the bug on my system (Win7 RC1 x64), am targetting this for a fix prior 
to
Release 1.0.

Easier to reproduce but you may lose your open windows.

We've been seeing lots of reports of this one (or the related "If Explorer.exe
crashes/restarts the PeerBlock taskbar-icon becomes unresponsive"), so I'm 
bumping up
the priority and am actively working on it.

For some reason, the original code was changing the tray-icon flags after 
creating it
during program startup.  This means that it was being recreated with the wrong 
flags
when we went to re-add it afterwards.

This fix resolves both the "select and then unselect 'always hide tray icon' 
setting"
and the "tray icon disappears when explorer.exe crashes/restarts" symptoms.
