Update "List Manager" UI #52

We should update the List Manager window, to make it more user-friendly. 
I've been considering this for awhile now, and since it's recently been
requested by a number of users I think it's time to track it.

What I'm thinking of doing is providing a list of the most important
blocklists, with checkmarks to enable/disable them.  This way people will
be able to easily load any of the default lists that showed up in the
"Startup Wizard" but which they didn't select at first.

This is similar to the PG3 list manager so we can port that part into PB.
