tray icon dead after explorer.exe restart #67

- What steps will reproduce the problem?
1. launch peerblock
2. kill explorer.exe
3. try to click on peerbloack tray Icon

- What is the expected output? What do you see instead?

Peerblock UI should open.
Nothings happens, the tray icon is dead, this issue also existed in the 
original peerguardian, I had to use pgkill then to restore the tray icon 
functionality. There is no proper way to do it now.

What version of the product are you using? On what operating system?
0.9.2 (r86) on windows XP up to date

Please provide any additional information below.

This is actually a duplicate of Issue #44, appears to just be a different way of
reproducing the same underlying problem.

Merging this bug with #44, to track work in one place.
