Next-gen P2B List Format #81

Prior to apparently discontinuing work on PeerGuardian, the original
author(s) had been working on a new version of the P2B file-format we use
for lists - version 4.  In addition to additional field support, this
version includes built-in support for diffs, and MD5 hashes of the file to
ensure it downloaded correctly.

We should finalize the P2B v4 spec draft from
(http://wiki.phoenixlabs.org/wiki/P2B_Format#Version_4_Draft), ideally in
concert with list-server maintainers and any other projects across the net
we can find that make use of these P2B files (and the
PG/PeerBlock-maintained libp2p library that lets you make use of it).  

We might also want to look into registering PeerBlock as a default
file-handler for these files, such that if a user clicks a .p2b file on a
webpage we will automagically add the list to our "list of lists" and start
making use of it (prompting the user first, of course).  This would make it
easier to add new lists to the program, regardless of source.
