Peerblock.log should not use working-dir #88

Currently, peerblock.log (and peerblock.dmp, if necessary) is created in
the Working Directory (i.e. a shortcut's "Start In" dir), not necessarily
the directory into which PeerBlock has been installed.  This should instead
make use of the pathx routines, to ensure that it's in the correct spot.
