Handle missing static lists #96

Currently, if PeerBlock finds a static list (i.e. a custom list file)
specified in the config-file but that file doesn't actually exist on disk,
the Update Window immediately terminates without doing anything.  This is
particularly a problem when migrating your old PG2 config over to
PeerBlock, if you have custom lists stored in a directory other than the
base PG2 install dir (or PG2\lists, or any custom lists if you're running a
pre-r150 release).

Hmm, not sure how/why, but this bug doesn't seem to exist anymore.
