Verify that "auto-allow for update" functionality is working #97

I've received a few reports that we're blocking list-updates sometimes,
instead of "auto-allowing" them as the code is supposed to.  Need to verify
that this code is working as it should.

Have tried testing this out, and with HTTP blocked and after adding list-url's
ip-addresses to custom blocklists it still looks like auto-allow is working
correctly.  Closing this bug as Invalid for now, we can reopen it if someone 
has more
concrete info that points towards auto-updating not working, and ideally a
reproducible test-case.
