Settings panel should follow standard "Apply/Cancel" rules #98

The Settings pages should mark the config as "dirty" when the user modifies
something, and then give them the opportunity to Apply/Cancel those
changes.  Should also let them revert to defaults.

Standard UI practices should apply across the whole application.  Currently 1.0 
r202
(along with old PG versions) have one of the more confusing interfaces and I 
always
feel I missed something and question if the application is working as I want.
