(1) ability to draw polygons for zones (2) ability to move markers and links into the zones based on location within a zone's polygon (3) default for new markers to be added to the zone if it is within the zone's polygon.

I need to add zone checking for auto-mark blockers. I think that if the zones are drawn, that means the operator/designer expects them to be used and adjustments can be manually made in the checklist.
