make it so that every language can have its own icons/etc, not just the SECONDARY_LANGUAGE...

while at it, allow SECONDARY_LANGUAGE to support colors per link.

Each skin will be a distinct IITC plugin, registered in a common location. W will look to see which are loaded and provide a UI for selecting them.
