Profile owners should only be able to edit their personal biography.

University biographies can only be edited by global admins - at least for now. This will probably create a bottleneck if university biographies start to be heavily used, so addressing that issue might require creating another custom role in the people.wsu.edu theme.

That might be the way to go - we already do it for Unit Admins via University Organizations, and it seems to be working okay so far. We've only just started using that role, though :).
