Support individual NIDs #8

We should be able to add specific NIDs to the access list outside of the AD group selection process.

We're probably going to need to solve the NID/AD Group/Access list problem in another plugin. That plugin should provide an interface to create slightly more arbitrary groups of people. These custom groups can then appear via filter as part of content visibility.
