As a site administrator, I should be be notified when analytics information for a new site is not set so that useful analytics are not missed

This could take the form of:

Email to network administrator and site administrator with common checklist items. This could also be solved in the WSUWP Admin plugin.
Dashboard widget showing current analytics status.
Dismissable notice highlighting the need to populate GA ID.
