[PR] Issue labels enhancements #119

@philcable All looks good. I tweaked a few things that I saw when reviewing.

I wonder how many times a media item has more than one issue label assigned to it. If it's only one, then we could use a drop down rather than the text input.

@wsmagazine re: the above comment from @jeremyfelt: do you anticipate any cases where a media item would need more than one issue label?

I'm going to merge this now to get it into the repo. We can approach other UI possibilities in the future.
