Achieve and maintain OpenSSF best practices badge #319

This is in preparation for incubating and further stages in the CNCF.

See https://bestpractices.coreinfrastructure.org/ for criteria.

This is a requirement for incubating projects moving to graduation, but we should strive to accomplish this as early in the process as possible.

I set up the best practices badge on https://github.com/wasmcloud, so we can definitely put it here. We're real close to having it!
