Add fuzzy matching to wapm run #277

This will output a message if the command isn't found locally and show the nearest matching command.

$ wapm run wasmer/wit-pack-cli
Error: Could not find command "wasmer/wit-pack-cli":

Note:
    A package "wasmer/wit-pack-cli" seems to be installed locally
    but the package "wasmer/wit-pack-cli" has no commands to execute

Did you mean:
    wit-pack
