Download WAPM cli when installing for Windows #15

Fixes: #14 This used to be packaged with Wasmer but is now a separate download. It has already been added to the Linux installer but was missing for Windows.

Seems the CI failed due to it not knowing if it should install the 7 zip powershell module from PowerShellGet or NuGet. I didn't run into this locally, but I added a fix to tell it to specifically tell it to use PowerShellGet. Tested locally and this still works. Edit: looks like it's passing now
