Switch over to the `webc::compat` layer #131

Description

This PR switches over to the webc::compat layer so we can support both WEBC v1 and WEBC v2 files. I've also upgraded wapm-targz-to-pirita to v0.3.0.

This also bumps the MSRV to 1.67 to match wapm-targz-to-pirita.
