CI configuration to run tests on both wrangler and wasmer-winter

@Arshia001 If you see failing fetch tests that's because it needs a backend running for testing fetch, it's also deployed to wasmer edge as well as can be run locally using the code available here: https://github.com/wasmerio/winter-fetch-tests-backend.git

The URL of that app is available here but failed in POST requests from edge's side: https://winter-fetch-tests.wasmer.app
