bump pwasm version to 0.38.x #101

I made an update earlier:

Date:   Mon Mar 25 23:47:58 2019 +0000

    Upgrade to parity-wasm 0.37.x

    This adds better support for custom sections, datacount section and removes dependent crate.

But had to postpone it due to incompatibility issues in sentinel-rs.

Okay, I'm not sure if this update is really necessary atm?
