Update for matching TTN V3 payload decoder #4

There have been some changes in V3 regarding default functions to be used for payload handling. I suggest add an updated version of the decoder https://www.thethingsindustries.com/docs/integrations/payload-formatters/javascript/

just updated the ttn decoder file. this version is working for me since the v3 console has started.
