Determine if python is required for "./RunTests" command produced by cmake

show me the file and lines of code in build system that creates the ./RunTests executable (is this from cmake?)

Is python needed for RunTests - No How did I know Checked file mentioned in [1] they are pure cpp and don't have dependencies. Checked the .yaml workflow file it's not installing python.[2]
