LP - ordered by weight, maybe a permission-based weighting system for other perm plugins
LCL formatters and PlaceholderAPI is easy to do

If you mean tab list support, you guessed it: Adventure supports this one too, and you can use translatable components for the translation (PAPI), and components support hex colours too
