Update deprecated setup.py to more modern pyproject.toml #23

This includes make updates which migrates the repo from the deprecated setup.py installer format to a pyproject.toml.

Also is included updates of all dependencies to their most recent supported versions.

Additionally some new error was introduced to deal with some potential issues.

As it implements these updates
