Ext osc works - PB13 DOES NOT. DO NOT ENABLE GPIO PB13

Configured PH0 as external oscillator input
Redid clock configuration - everything works out nice if you just drop all the PLL input dividers: 1/16 goes to 1/1 and 1/32 goes to 1/2. So I don't expect this to have any knock-on effects on other peripherals
tested UART and GPIO and they funcion
the IMU 5V power control mosfet circuit is positively fucked. We will most likely be jumping it. I might fuck around with a spare PCB and MOSTFETs (we likely have some drop-in replacements) and see if I can get it working. But it is not mission critical given what we now know about the functionality of the VN so I'm not gonna sweat it too much. for now, leave PB13 unconfigured. if it goes low impedence the MOSFET will start sinking a ton of current and might kill the MCU

Not entirely sure how the clock thing works but if it's tested then lgtm!!

Should document the pb13 thing somewhere more than just this commit msg.

I am going to desolder Q1 and Q3 ASAP so this should not be an issue going forward
