Flight phase

• removed outdated code from millis.c/.h

• Fixed some odds and ends in controller

  • fixed type of last_ticks
  • Removed UART printing via HAL and replaced with printf_
  • Implemented building and sending controller ext commands over CAN when we are in correct phase of flight

• add event object for flight phase and macros to check bits

  • I thought there was a recovery message like "pyros firing" to indicate deployment, afaik there isn't, if Manav adds one to the respin perhaps this will get implemented as well, otherwise we just use the timer

• Added enum for flight phases, phase transition logic using millis() and an event group shared with can

• Added CAN rx detection for injector valve open message to signal flight phase change

Has not been tested, anyone is welcome to test, otherwise I will probably test tomorrow.

I agree We should not even be bothering to compile the pic18f utils, so I have no clue why the linker sees millis. For now I'm calling it millis_() to keep us on brand.
