The root zone excess flow should go to the surface store when saturated deficit is zero. However there should all for some run on (i.e. reabsorbtion into the root zone of an HRU)

Add surface excess storage to input to root zone?

There is now a more complex linkage:

  1. Surface storage moved laterally
  2. Some or all surface storage input to root zone (like precip)
  3. flow from root zone goes to surface is saturated deficit is 0, otherwise goes to unsaturated zone. This is documented in the vignettes
