rmarkdown & bookdown not installed #36

Building on a clean windows system fails because rmarkdown and bookdown are nor present. Is this a bug in the DESCRIPTION file, or to be expected? Package builds OK on r-hub ans win-builder

These are in the suggested packages so not required for an install but are for building - this is as expected
