Add ability to control the fan in the new Every Day and Start Now modes. See http://support.nest.com/article/How-do-I-control-my-fan-with-the-Nest-Learning-Thermostat

Also (perhaps obviously) recognize that the fan is in these new modes when reflecting the device state in the UPnP device.
