wsk constant error #74

I I've encountered some error and i wanna know what it means and how do i deal with it, because the pipeline for facebook is not getting created, TY

ERROR 'wsk' is not a registered command. Consult 'C:\Program Files\IBM\Cloud\bin\bx.exe help'.
