Cyrillic support #24

Currently, if there is cyrillic text in KML file, it will be replaced with unreadable symbols. I used this file: https://www.dropbox.com/s/kunhxcr6vp2quv5/PeterhofFountaines.kml

hmm interesting, i have never worked with cyrillic text in transformations, have you had success using the ogr2ogr command line tools directly?
