[Explorer Layout] Moving a tab to a folder in another app does not preserve the position #1409

Bug/Feature description

Steps to reproduce

  1. Create two apps.
  2. Create a tab in the first app.
  3. Create tab folder in the second app.
  4. Create multiple tabs in the folder.
  5. Move a tab from the first app to the folder in the second app.

I've not noticed I had pinned tabs. I've confirmed it happens even if there are no pinned tabs.

Thanks, I've managed to reproduce it here, so I'll see what we can do to make it better :)
