I'm having the same problem with Zoho Expense. pdf's cannot be viewed. Stalls out as they attempt to load. jpg's and other image files work fine.
This is also happening in Zoho Books. Some functions only have PDF preview so Zoho Books needs to be open in a browser window to generate PDFs for Packing Slip.
This just started to happen on my system in Books and Email.
A preview screen/page opens without a preview and allows only saving of pdf to disk. The Open button initiates a save to disk.
@mbartmon which version of wavebox is this? If you're using version 4, it's probably worth trying the new version 10. It's has far better pdf support

There is no such program on my computer or Chrome Extension.
Found a way that displays the PDFs properly: Using the new MS Edge based on Chromium.
Expected behavior When I click the "View" link of an email attachment, specifically a PDF, within my Zoho Mail account I expect the document to load so I can view it in the app without having to first download it to my machine.
Actual behavior A new tab (within the Zoho UI) opens as expected, but then the page seems to be trying, indefinitely, to load. The attachment never displays.
Steps to reproduce View an email in your Zoho inbox that has a PDF attached to it. Go to the bottom of the email where the attachment options are, hover over the attachment so that you get the options to Download or View. Click View.
Is the bug persistent or intermittent? The bug is persistent and I don't think it's necessarily on Zoho's side, as this issue only exists within Wavebox. I've tested this out in Firefox, Chrome, and Safari and the attachment loads without issue in all three (all of which are up-to-date).

Additional information While PDF attachments are the worst case (they never load) I've noticed that other attachments, such as images, take much longer to load than they ought...but they do eventually load. As explained in the above "Is the bug persistent..." section, I've tested this, and the issue only exists within Wavebox.
