to sucessfully register to a satellite 6, the config_hash options need to be set.

It can because you based it on work that was broke.

Master has been broke for a while to test something with pluginsync in Puppet Enterprise 3.8.

A more polite developer would do this work on a branch for just testing pluginsync. However, I'm trying smoke out the last sync issues on rhsm_config for the 2.0.1 release with Katello 2.3, 2.4 and Puppet Enterprise 2016.x. You just happened to be right in the middle of that work.
