Change to rhsm_config provider to correctly remove proxy configuration. #56

Make changes on how rhsm_config provider manage removal of resource. Resolve #53

Further work on this is now blocked on fixing the breakage caused by the release of Puppet 5 and the semantic-puppet gem changes for the Ruby Gemfile that the release caused. None of the module unit tests I manage here or for work function since Puppet 5 was release.
