Investigate kde-neon extension #2

This is currently listed as "only suitable for amd64 packaging" which is ... annoying. However, it's probably worth investigating whether this is really still the case (those posts were made years ago; maybe things have improved in the meantime). The kde-neon branch will hold any experiments in this direction.

Expected bonus: smaller snap size as potentially we may not have to bundle as much of Qt5.

Well, this works on arm64 as well ... but that's it. I suspect ppc64el isn't that important as an arch for this package (!), and s390x is already broken by the changes to the FAT handling (which are little-endian specific). However, armhf might be an important architecture.

Should look into how many users of the various archs there are. If armhf is minimal, it's probably worth ditching (if only to stop penalizing everyone else with a multi-hundred-meg download), but otherwise we'll have to stick with the current "fat" snap.
