control casting outside of the wifi network using 4g/3g network

What steps will reproduce the problem?
1. Cast a youtube video from a smart phone(preferably android)
2. Cast/add to queue from another device  
3. Get out to a different location with the smart phone where the wifi used to 
cast is not available
4. Youtube videos playing on the chromecast can now be controlled from a 
different location without the use of wifi associated with the chromecast device

What is the expected output? What do you see instead?
User should not be able to remotely control casted videos while he/she is not 
using the related wifi  anymore

What version of the product are you using? On what operating system?
