Some games and ads pause Google Play Music on Chromecast #71

What steps will reproduce the problem?
1. On an Android device, begin casting music to Chromecast in Google Play 
Music. In my case I used one 45-minute podcast.
2. On the same device, either a) open a game such as Orbital which would 
normally pause on-device music playback upon opening, or b) play an 
ad-supported game such as Gameloft UNO until a video ad commences, which would 
normally pause on-device music.

What is the expected output? What do you see instead?
Expected: Music playing on the device itself should pause. Music casting to 
Chromecast should not pause as it is not sharing the same audio output channel 
as the game or ad in question.
What I see: Chromecast pauses while I am playing the game. In the case of UNO 
and Orbital, both games use full-screen on my tablet which hides the 
notification tray. Hence it becomes a serious inconvenience because I cannot 
resume the music without leaving the active game window.

What version of the product are you using? On what operating system?
Android: Nexus 7 (2012 HSPA) Android 4.3 JWR66Y
Chromecast: Build 13300
UNO: Version 1.1.1
Orbital: Version 1.0.2

Please provide any additional information below.
Orbital is an older legacy app that was not designed with Chromecast in mind. 
It is designed with a typical use case in mind, where the user is playing music 
and the app pauses music to accommodate game audio. The default behaviour when 
apps (especially legacy ones) attempt to pause music should be to allow 
Chromecast to keep playing. Device apps should not be interfering with 
Chromecast playback unless they intend to output audio to Chromecast itself.

If this bug report does not belong here, please kindly direct me to the right 
place. Is this a Google Play Music issue which should be reported to some other 
location?
