Use workspace dependencies #16

PR for #15

updates to ndarray version "^0.16"
bumps ndarray-npy version
declares all dependencies in toplevel cargo manifest

I'm noticing a few warnings about use of deprecated functions. If you want I can try to fix that in a separate PR (might have to wait a few days though)
