Hey guys! These are my two cents :) I'm not sure about where to place the yml file, any suggestions? Please let me know

@dannov91 I love to read a PR from you on this topic! That is great. There are 2 functional items I think we need to cover:

  1. If YML is not specified what would be the behavior of the tool?
  2. How do I specify to enable all the referees on the YML ?
  3. What happen if there are no referees on the YML ?
