Extending Vuepress is pretty easy and development contributions should simply follow this article: https://v2.vuepress.vuejs.org/contributing.html

Contributions to the content can be done purely on github or by cloning the repository locally.

However there's an easy way to contribute using only the browser by following the link that is present on any page "Suggest changes to this page".
